Bandwidth priority..

What would bandwidth priority (low, medium and high) means in the GUI. What it does. I saw this besides seed ratio in the properties tab for each torrent.
Can anybody explain?

Take the following steps to create bandwidth priority:
1. Run ISA Management from Start Menu > Programs > Microsoft ISA Server > ISA Management.
2. In the ISA Management console tree, click the server on which bandwidth priority is to be created, to expand the tree. Expand Policy Elements, right-click Bandwidth Priorities, and click New > Bandwidth Priority.
3. In the New Bandwidth Priority dialog box, specify a name for the priority, specify Outbound and Inbound bandwidth, and click the OK button.
