No, Transmission doesn't include a tracker.

There are many options, for instance:

or using an external tracker:

If you're using 1.80 (which is still in beta at the time of this post), you can create the torrent and then just give them the magnet URI for the torrent to share. No need for a tracker unless you've set the private flag. You could also use public trackers that don't need registration to track torrents. rb07 posted http://openbittorrent.com which is ok for this reason.
