[Feature Request] Number of active downloads in daemon

Hello there. I'm using Transmission 1.83 daemon on my NAS. Because of my slow Internet connection, I want to have a possibility of setting number of active downloads. For example, I added 5 torrents, starting all of them, but only one will be downloaded, then another one, and so on till the end of the queue. It may be configuring by the settings.json file, like active-downloads number (default 0 - infinite).
I found some looked like requests here - but there is still no solution, as I see. And there is patch for GTK+ version. But I needs in such feature in daemon version.
