Same problem here. I'm on Snow Leopard but I've had this problem for a good few months now in Leopard as well, very annoying. Thankfully I don't have any bandwidth limits with my ISP but it still slows down my internet a good deal as my upload just gets completely saturated.

In my case, I have a global limit set to 60Kb/s, no per-torrent limits and in the inspector all torrents have "stay within the global limits" checked.
Only the upload limits seem to be affected as if I specify any download limits they are enforced perfectly fine.

My upload limit problem seems to have come back. I've had it in every official release for the last month or two, but a nightly from a week or two ago fixed it. Basically, when I set an upload limit either per torrent or globally, it isn't respected. It just maxes out at 95Kb/s, despite showing the ...

I've been having this problem for around 3 weeks now myself. I too have all the latest updates for osx 10.5 and I've tried both beta versions and the stable releases and both exhibit the problem. The only thing that seems to help curb my upload speed is setting a really low upload and turning on ...
