Upload speed limit not respected

it's the same old bug : my upload limit is set to 15KBs, but actiity monitor shows 60KBs, which is close to my connection limit (64KBs) and the whole computer is terribly unresponsive when it comes to networking (which is normal when your upload is saturated)

- i tried other speeds, lik 2KBs, which seems to help a little bit (activity monitor now shows 35 - 40) but my downloads drop to near-nothing now so the DL/UL ratio is properly calculated
- i tried trashing the prefs
- using 1.51, and also tried with a nightly

runing macOS 10.5.6 with all the latest software updates

then I tried downloading utorrent, and behold.... IT SHOWED THE SAME SYMPTOMS !! So I think this is a bigger problem than just transmission !

I've been having this problem for around 3 weeks now myself. I too have all the latest updates for osx 10.5 and I've tried both beta versions and the stable releases and both exhibit the problem. The only thing that seems to help curb my upload speed is setting a really low upload and turning on speed limit mode, otherwise it uses the full 90Kb/s upload of my connection.
