Transmission

I suggest that the transfer priority also affect the position of a transfer in all queues. For example:

- a high priority transfer should not wait behind others to "check existing data"
- a high priority transfer should displace others from the transfer count limit

In other words, all queues ...

If you have Transmission set to seed a maximum number of transfers, but some of those transfers have 0 peers, then they still count as active, and prevent seeding of other transfers that might be more useful to others.

Perhaps, if an active transfer has 0 peers for a while, Transmission should try ...
