Sorry for stirring up this seemingly dreaded topic, but is there a trac ticket for this, or were all the good points for changing the default behavior here for nothing.

Now that you mention this is no normal behavior, I realized this only happens when Transmission is hidden ... After I've activated Spaces and moved Transmission to another Space, this has stopped... Thanks for this push in the right direction.

As the title says, every time Transmission auto-adds a torrent file from the watched folder, it comes to the front, overlaying the currently running application.

If I uncheck "Play sound when downloading completes" I don't hear that second sound, it's both of them or no sound. I have currently turned off the sounds completely, and maybe with a new release this will go away.
