Leeching problem when certain speed limits set

Hi,

I believe that I found a bug. When I have global upload set to 0, everything proceeds as normal. If I set the upload globally to say 20kbps, and then set an individual torrent's upload to 0, the torrent then begins to slow after a few minutes until it stops completely. Resetting the upload speed back to globally (where it is set at 20kbps) causes the torrent to begin again. I tried this with many torrents active at once and only one active, and it happens regardless.

I'm using the 1.52 stable build off the home page of the website. I've gone backwards testing random nightly builds (r8243, r8122, r7822, r7564, and r7374) and this applies to all of them. I then installed the stable release build 1.40, and the problem does not exist with it. If there's anything else that I can tell you, please let me know. Thanks for all of your great work.

the problem is with that everything continues as normal if you your global upload is at zero. because it shouldn't (I thought every should stop because you couldn't upload things to the tracker etc.). the behaivor of the torrents indivually is correct.
