So I have tweaked with all my settings (total peers, peers per torrent, etc.), I have port forwarding set up correctly (I've tested it at whatever that website is), I'm using Comcast (which supposedly doesn't do a lot of shaping of their traffic), I've TESTED to see if there's shaping going on (via the appropriate page for that too), my connection allows for about 5 mbps upload and 20 mbps download.
Whenever I add a torrent, it will start downloading, and even get decent download speeds (100-200K/s), though not as good as I'd like (have had torrents go above 1.5MB/s before this problem began). However, it seems like lately all my torrents will have uploads at 0. They'll sometimes seem like they're connecting to someone, spike an upload speed (up to like 300K/s), then drop to 0 again a few seconds later and sit there. I have to assume there is some issue with the client not being able to maintain those upload connections. As I said, I'm getting my downloads completed, and it even seems like it starts running okay when it's seeding, but my downloads could be faster if it was uploading properly, and I don't want to not do my diligent duty in getting the bits out there to people!
I'm on OS 10.5.6, Macbook Pro... any other information needed? Any suggestions here? I'm not a total noob, I've been fiddling with bittorrent for a few years now so I'm fairly familiar on how to make things work well. I'm willing to answer any questions to try to get this working - it seems like I didn't have this issue before switching to Transmission from uTorrent.

Okay, so I tried a couple telling things last night - I connected my computer directly to my cable modem to make sure it wasn't the port forwarding issue causing these issues, and saw the same thing happening connected directly to the modem with no router involved.
Then started up in Windows XP and downloaded uTorrent, got a torrent I was trying before and again got the same kind of behavior. Different program, different OS, no router, still having the issue. I'm almost forced to conclude it's my ISP. It only started happening recently. I'm using Comcast in Portland, OR. Anyone else around this area using the same provider seen this sort of issue?

Just a question, did you recently changed or repaired your internet cable from your computer to your modem/router? (if it isn't wireless)
Because I had this behaivor too and then I came to the conclusion that my cable wasn't made correct (the colours of the tiny cables weren't in the right order) download went well but upload did strange things.

To my knowledge, nothing changed as far as the physical connections of my modem and wireless.

ah ok, then that's not the problem. Maybe you already did but, did you restart the router/modem? Sometimes that fixes more then you think

Comcast was interfering with torrents in the past. I'm not saying they are in your case but they denied it for a long time and then the FCC got involved.
Are you having this problem with multiple trackers and multiple torrents that have multiple leechers waiting (and a low seeders to leechers ratio)?

@essiw - I did reset the modem a few times, and wireless router a few times. Still having the same issue.

If it is Comcast, that just doesn't seem legal. They sell their speeds by tiers - I'm paying $60-70 a month for my speed. How can it be legal that they'd sell me that speed, then throttle it back when I actually USE that speed?

Oh and I'm not sure if I said this before, but the strangest bit seems to be once the download completes, the torrents will start uploading. Typically not at maximum speeds available (I have my upload capped at 600Kbps, and it tends to run below 100Kbps), but it'll actually start connecting to some people and uploading. So I can seed, but I end up not getting the ideal kind of download speeds I want b/c I don't do any uploading while downloading. 
And it still seems to struggle with connecting for uploads. I'll be seeding, connected to 5-10 people who do not have the whole file, and the upload speed for those peers will sit at 0. Usually I only get a good upload speed to a single person at a time, it seems like. The others will struggle to get going, and end up tapering off.

Well on most of the torrents I download that have a lot of seeders waiting I do a little bit of uploading while downloading. Some torrents don't seem to upload to peers until complete. I don't know if that is Transmission or the tracker. It might have something to do with the fact that I might not have any parts that peers are interested in, say if for example we all have about the same 80%. I think the developers or someone more knowledgeable might be able to help with that.
As far as Comcast goes just do a Google search for "comcast bittorrent" and you will see plenty of information about Comcast's interfering with bittorrent/traffic management. They will sell you all the speed you want but they want to limit how much bandwidth you use. That is why Comcast has the 250GB caps. I'm not saying that Comcast is involved in your problem at all. And since when do huge corporations that have cronies in D.C. need to be "Legal", or do things by the book, or be honest? I'm on your side. Good luck!

I am having exactly the same problem. The only thing that has changed recently is that I switched from Comcast to Charter because I moved, and they replaced my modem + wireless router with a wireless router/modem combo. Everything was working great prior to this switch. I've tried EVERYTHING - my ports are open and forwarded and everything but I still don't get any upload and my download speeds are so slow. Please, can anyone help?
