Hi, I have a question about these settings I don't understand and I was wondering what they mean and how they affect performance? In the gtk gui, they are on the Peers tab, under Limits: Maximum peers overall, and Maximum peers per torrent.
Do they mean that after the specified number of peers have been encountered, no more peer connections will be made? Why would you want to limit this? Just out of curiousity, mainly

yes, you are correct.
if your limit is 500 global connections, then transmission will not connect to more than 500 peers (at the same time).
this option is important for the smooth operation of your network.
if you set the limit too high, then (depending on router/modem/...) and are connected to specified number (or huge number) of peers then you may experience things like: slow network access times, slow responses from the web, decreased network throughput, etc.
if your limit is 500 global connections, then transmission will not connect to more than 500 peers (at the same time).
