Slow your upload speed limit in Transmission and see if that helps. It looks like you are using the majority of upload bandwidth, you need to cap it at like 80% or so of your total (maybe even less if other people in your house are using your connection). You can't use all of the upload bandwidth or ACKS (Acknowledgements) will not be able to get through. Even if you are not seeding you still need upload bandwidth wether you think you are uploading or not. The numbers you posted from Speedtest.net make this pretty clear.

If my math is correct, with nothing running your maximum upload bandwidth is about 61 kB/sec. --
[.48Mbit/sec ÷ 8 x 1024 = 61.44 KByte/sec] -- so if you are always uploading at 60 KB/second you are using close to 100% of your upload bandwidth. If that is true, your internet connection speeds will be slow.

If you are the only one using the network internet connection, try setting your Global upload rate to 75% of maximum (46 kB/sec.) and see how it goes.

If there are multiple users using your internet connection, try setting your Global upload rate to 60% of maximum (37 kB/sec) and work downwards.

BTW, I don't know if it makes a difference, but the Transmission "Help" file says: "It is recommended you pick a random number between 49152 and 65535" ... to use as your "Peer Listening Port".
