Change incomplete location when setting custom download path

This is an odd behavior. If you have an Incomplete folder specified in the preferences, Transmission will download all files there come hell or high water. I use my Incomplete/Default location for 95% of files, but occasionally if the partition I download files too is full or I just want to download something directly to another folder, I like to be able to change the location. In Vuze, for example, if I set a custom location, it will move the incomplete files there immediately and download the rest to that location. In Transmission, though, if an Incomplete folder is set there doesn't seem to be any way to force it to download anywhere else. If the drive is full, then there's no alternative but to clear up space, which is quite annoying.
