People that dont seed

Is there a way in Transmission to prevent me uploading to people who dont seed?

This is one thing that i hate, people who think they should just leech of everyone else.

Is there an option in Transmission that will allow me the seeder, to set to prevent people who turn off there seeding, so I automatically dont seed to them?

There should be a ratio, for howver much you download you upload, or as long as they are actively seeding files they can download as well?

if this option is available can someone please tell me how to turn it on??

How do you know they are people that "dont seed".....or are they people who have a limited amount of upload slots, are currently maxing out upload/downloadt, or have higher priority queues for other torrents. It could be a temporary thing
