I use a Mac Mini Intel Core 2 Duo - running Transmission 1.83 (10040)
My ISP, a DSL provider can only manage about 45KB/s down, rather stable and sustained, and a wildly unstable upload, averaging about 7KB/s.
My question comes from the following situation: Recently, I have noticed that the amount "Downloaded" has easily been more than twice as much as the amount actually "Have"
I do not know if this is inherent to Magnet Links, which is the only change I've made since upgrading to 1.83
I shall download a normal torrent to compare, and I have just today upgraded the known list of blocked peers.
Any ideas?
"Downloaded" is more than double "Have" or "verified"

Re: "Downloaded" is more than double "Have" or "verified"
Magnet links shouldn't have anything to do with it. The "Downloaded" field is how much Transmission has received from peers. "Have" is what has been verified as being part of the torrent. It sounds like you're connecting to peers that are sending nothing but crap.
Re: "Downloaded" is more than double "Have" or "verified"
I've been having the same problem on 1.83 as well. From peeking round this forum, it seems that this is not something new to Transmission and I haven't found a resolution yet. I have also tried the latest nightlies to no improvement
However, till this is resolved, I found that limiting your peers to 10-15 per download minimizes the over-downloading significantly.
Hope we can have this resolved soon ...
Does anyone have a better solution?
EDIT: I have downgraded to 1.76. No such problem with this version

1.82 is not as bad about this, but there do still appear to be a fairly significant amount of hashfails. Downgrading to 1.76 did bad things to some incomplete downloads, so I need to stick with 1.82, and I'm using OSX 10.6.2. I've got pretty much the same slow dl speed that the OP has, and problems occur with torrents that have less than 15-20 peers as well.
It's a bummer, nothing like this has ever happened with an upgrade before.

Re: "Downloaded" is more than double "Have" or "verified"
I also have this problem (using 1.83 under Linux):
Size: 699.8 MB
Progress: 88.52%
Have: 619.5 MB (618.4 MB verified)
Downloaded: 839.8 MB
Uploaded: 237.8 MB
Ratio: 0.28
Error: none
I would have at least expected some errors/hash failures, but I don't have any. In other cases, I found something like 10-20 MB of hash failures, but the difference between "dowloaded" and "have" was much greater than 10-20 MB.
Apart from this, Transmission is running fine. Is it a bug in the "downloaded" indicator or is Transmission really downloading so much (useless) data? And, if so, why isn't the difference appearing in the "wasted"/"error" field?

Re: "Downloaded" is more than double "Have" or "verified"
Unfortunately i've got the same problem, only a bit worse...
I've made a screenshot of a download.. It's from a good source (TL).
Excuse me for the dutch language in the picture. Downloaded = 188,3 MB / Have = 42,2 MB and verified = 37,6 MB, corrupt DL = 4,38 MB.
And because I only have a 1 Mbit connection, it takes ages to download something. If i recall right this also happened while on 1.90 but i'm not sure.
OS X 10.6.2, Also posted this in the general support, sorry for that.
