Download/upload limits not followed?

Tried with 1.91, 1.92 and the latest nightly build from last night (10446).

Using speed limit does not work either...
Verified that its actually using the KB/s that its reporting by my bw meter (iStat)

Am I missing something?

Not sure how i missed that.. the "Stay within global limits" box was not checked... is this supposed to be checked by default?
