New User - Setup and ISP Questions

I just downloaded transmission. I used to use uTorrent, but stopped after my ISP sent me a letter warning the revocation of my internet service if I was caught using torrents again.

1) How can I set up Transmission so that I'm not caught? I've gathered that updating the block list once a day is good. But should I change the upload and download settings? Or download some other IP blocking software? Or something else?

2) A friend mentioned that I should not download at home and instead go to Starbucks (or somewhere with free wifi) for all downloading. Is this correct?
