Upload speed surpassing limit
I have my upload speed set to cap at 10 kb/s yet looking at my upstream speed stats in the menu bar it has it going at 50 - 60 kb/s for each torrent. And despite the client saying I've uploaded only about 4mb per torrent, my ISP usage stats say I've done about 230mb after four torrents.

What version of Transmission are you using?
Do you have "honor session speed limits" (or some words to that effect; I don't have Transmission in front of me) disabled in the Torrent Inspector / Torrent Properties dialog?

I checked and I do have it set to stay within global limits and even after manually setting it to cap at 10 kb/s for the individual torrent it still manages to exceed the limit.

I also find that the download speed isn't displaying properly either. Transmission displays it going 496kb/s whereas OS X reports my downstream going at 590 kb/s.

I got the same problem since I use transmission through 2.21.When transmission is downloading something,actual upload speed usually exceed the limitation I set.To the contrary,when only seeding no downloads runing,actual download speed is quite smillar to the value I set.In this case,I set upload limit to 24kb/s,when No downloads<30kb/s,when downloading≈40~50kb/s. To be more specific,I am running transmission-daemon 2.21 in Openwrt with 4M/512k ADSL,I have to limit upload speed smaller than 24kb/s because larger value would pull down download speed.
