A while ago, I think back in one of the 1.x.x versions, and prior to that, there was some behavior with the priority system that didn't really work like priority. Basically it would prioritize sections of a file up until around 99% or so, then it would turn around and prioritize everything else, until everything else was at about 99% file completion. I made a report here about it, and a couple versions later, things started working as I expected. Basically green files would be prioritized with a larger random chance (say, 0-5 out of 0-9), white files would be in the middle (say, 6-8), and orange files would have a much smaller portion of random chance (say, just 9). Files would complete through random chance, but weighted so that statistically green files finished before others, without anything getting stuck around 99%.
Flash forward to now, and I'm seeing the same 99% stuck files again. Transmission is requesting green files first, but then outright stopping once a file gets close to completion until all the lower priority levels are at about 99%, then they all creep along and finish. I can't be certain if this is new in 2.12 or new as of 2.11, as I upgraded up from 2.10. It's happened on a number of multiple-file torrents, so I think it's Transmission. Did something recently change with the file priority code? Maybe a revert to old code or a revert to old thinking? The priority feature is basically worthless now. Again.
