Transmission making connections when torrents are paused.

I have little snitch installed and noticed that torrents will still make connections even when they are paused. My questtion is what exactly are the torrents connecting to? They can't be connecting to peers because the torrent is paused... maybe the torrents are just communicating with the tracker? Hopefully someone can shine some light on this for me, I am sure there is an easy explanation.

Edit: Even when there are no torrents/transfers loaded into transmission at all, there are constant connections being made... a lot of network activity to A LOT of different ip addresses. My question is what is Transmission itself connecting to? Sorry if this sounds stupid, but I am just curious.
