Why is "Remove all completed" not a toolbar button?

I'm wondering why the recycling button is at the botton of the main window. Why is it not a toolbar button?

Right now I can't move or remove it, which is a little annoying, considering I won't use that feature and there's already a menu item for it.

I think the action menu and the speed limit button have their place because they (can) apply to all torrents, but Remove all completed seems a little too "specialized" for the bottom bar.
