Request: call script based on seed ratio

Is it possible to call custom shell script based on seed ratio? I would like to remove data files for some torrents after seed "enough" time
If no would like to have such ability.

Ideally I'd like to automate sending completed downloads to another system FTP (perhaps there's already a way to do this?).
