What's the specs of the computer you are running Transmission on?
What's the specs/make/model of the router you use, if any?
Who's your ISP?
What's the highest effective upload and download speed of you get?
Where is this computer located (geographically on this planet)?
Without that information (and possibly more) we can't say anything about optimizing your system for speed. You see, optimal settings needs to be custom made for each individual case, that is what optimizing really is.
