Download and Upload only from SOME trackers

Here is what exactly is going on. I have transmission-deamon and transmission-cli and web installed on OPTWARE in my router. I control it with Transmission Remote. I also have desktop client uTorrent. Now uTorrent works 100%, downloads start fast and uploads works perfectly. Now in transmission is different story. Most downloads don't work, they just stay 0% yet tracker connects and everything. But some do work and download starts without problem. Now with upload it's different. Most down work at all, very few do, and when they do it's VERY strange how they work. Let me give you an example. I have same torrent in uTorrent and Transmission. I pause transmission and see that let's say 5 Seed and 10 Leech and indeed I uploading data without problem in uTorrent. I pause uTorrent and inside Transmission I unpause and nothing happens. I see 10(0) in Leech. Basically it see that there are indeed 10 people downloading torrent yet nothing connects to me. I have some torrents that over 6 months old and uploaded are 0mb. I am not sure on what to do. I am with OPTIMUM isp and I am not sure what they block and keep open but I never have problems with ports on desktop and stuff and I tried using same port that my utorrent had before and in settings when I click incoming port test all of them saying closed. Basically long story short Upload and Download only works on SOME , very few trackers with transmission, yet on desktop everything works 100%.

If you need some info on my setup please let me know what exactly you need and how to get it, like logs or something and I will do it. And again I know for a fact something is going on because i did many tests and all of them indicate transmission problem.
