Is this a Linux machine?
If so, do you have Transmission (daemon) running on startup?
I've noticed that UDP trackers will error out (never connect) when I have Transmission-Daemon loading at startup (after network.target with systemd) on ArchLinux, I have to manually restart Transmission when it happens, then UDP trackers start to work fine.

I'm not using a VPN, and I'm not sure what you mean about a block list. Why did send that link? Does not seem relevant.
