Overhead constrained by max upload limit

Hi devs and all

How about including an option to limit total upload bandwidth rather than just the torrent upload so that I don't have to pipe all traffic through dummynet to keep my network usable when leeching heavily? :)

At the moment, overhead is added to the max upload bandwidth (rather than being a part of it), and as the overhead can reach 50+K/s on top of my global torrent max upload speed of 90K/s, it's pretty easy to DoS the rest of your network off the internet whilst files are downloading at pace.

Utorrent has this feature but it isn't enabled by default since it is a guess. It just pads it's figures for each connection when doing it's limit check.

As per another thread, this is why I have to havily limit my upload slots, it quickly gets out of hand as my service has very little upload but lots of download bandwidth.

I would lover to see an option like this in transmission as well.
