connected to 60 downloading from 5!

i have been using transmission regularly for almost 2 years and for some reason i am now having downloading problems.

i am connected to 60 peers (my limit) for each torrent (i currently have 2 running) but they are only downloading from 3-9 peers. it will not download from more than 10 peers. my download speeds range from 2-12 KB/s. that just plain sucks.

i am uploading at max speed though (set to 100).

i have AT&T Uverse and an SMC router for my network. port is open. no problems with configuration that i can see. any suggestions?

also, not sure if this could have something to do with it but i recently had my MacHD fail so i replaced and recovered everything from time machine. the problem seems to have started after that but i cant say for sure.

i been trying different things since the last post and nothing is working. it doesnt matter what torrent i am downloading or how many i have going, it connects to 60 (my limit) but will only download from 5-9 for each torrent. my download rate SUCKS, but i am uploading at max rate.

Can anyone think of any reason this is happening?!? please? any and all suggestions are greatly appreciated.
