Upload limits set to 30KB/sec, not obeyed by App

Upload limits have been set to 30KB/sec, but are not being obeyed by App.

Both regular upload bandwidth and "speed limit" are set to 30KBps, but I see via Menu Meters that Transmission is uploading at 80-100KBps, making my system lag horribly.

Help!

Limit # of connections (<100) and active torrents (≤10) as well. Re-check Inspector->Options settings.
