what is sysctl.conf file ?

During start of daemon with -f option I observe this 2 errors, not sure if they mean anything but I'd prefer to know what they are cause I don't see anything about this file. Now I did check sysctl.conf does not exist and even if I make one and tried different permissions, I am getting same error on start that it can't receive and send buffer.

Sysctl.conf is a config file used by the sysctl utility, not a Transmission config file, and as far as I know only read upon OS bootup.
