No, I have not tested this in a nightly, sorry.
I have my global speed limit set to 80kB/s during the day. This works fine, usually. (I have 1Mbit upload)
Currently, I am seeding 4 torrents, two limited to 20kB/s and one limited to 50kB/s.
My upload speed hovers somewhere between 70-120kB/s, mostly somewhere in the 90's.
If I remove the speed limit from one torrent, global upload speed stabilizes at 80kB/s.
TL;DR: When individual torrent upload speed limit combined exceeds global max upload speed limit, global max limit is ignored. My upload speed then gets choppy due to congestion.
Oh, I'm on 10.5.6 if it makes a difference.
