Auto-Speed Limit depending on connection type

1) Transmission is awesome.

2) Wow, that was one mean CAPTCHA.

3) Transmission would be more awesome if you could tell it to automatically engage Speed Limit when connected wirelessly, and automatically disengage it when connected via Ethernet.
