it only seems to scrape the first tracker for peers. So if the first tracker has 2 seeders, and the second tracker has 9001 seeders, I will only get connected to 2 seeders.

If I remove the first one, save it, stop the torrent, rerun it, I get the 9001 seeders. So...........fix this bug, or explain why it does this please?

It would meet the torrent specifications or whatever you were saying, if it scraped all the trackers, then just downloaded from whatever one has the most seeds? Or have a boolean we can set to 'bypass' this 'rule'? ALL other torrent clients I have seen do not obey the single tracker rule.
Maybe you guys might be getting confused of "PEX"; that must be disabled on private flagged torrents. On Private torrents though, you can still scrape their seeds and download off them; as long as you do not peer-exchange.
