Queued torrents starting unwantedly

I'm trying to use the queue system, but it is just too messed up.
I have it set to seed 2 and download 2 (max for each). Just to get 2 to seed and d/l is enough of a hassle, but then I go to the 'paused' section (where all the other torrents, other than those 4, are) to 'resume' them in order to add them to the queue. This works fine. However, if one of the active transfers stalls (for me, after 1 minute), then anywhere from 1 to 10 (and it would be more if I had more) will start. Not just show up and say 'Waiting to download/seed', but actually seeding and downloading. This gives me anywhere .5-5 times as many torrents working than I specified. Why is this?
